About Carolyn
Tuohy is Professor Emeritus and Distinguished Fellow at the Munk School of Global Affairs and Public Policy, focusing on comparative policy. Recent work includes Remaking Policy: Scale, Pace and Political Strategy in Health Care Reform (University of Toronto Press 2018), and a book in progress on the power of narrative discourse in public policy. She has served in senior roles in the central administration of the University of Toronto including Deputy Provost and Vice-President for Government Relations. She was a Founding Fellow of the School of Public Policy and Governance (now merged with the Munk School), and is a Senior Fellow at Massey College and a Fellow of the Royal Society of Canada.

The Narratives that Institutions Tell Can Explain a Lot
Publications
Investigates the linkage of expert and public opinion through policy narratives, seen as deliberately crafted rhetorical bridges between expert discourses and broader cultural experiences, in different phases of the welfare-state establishment, retrenchment, and redesign.
Focuses on healthcare policy, but with an eye to the policy process at large. Investigates the scale and pace of policy change within a new theoretical framework, arguing that the strategy of change depends on how political actors read political and institutional conditions to assess their prospects for success in the present and over time.
